To trick PayPal into giving you money, then you must raise a claim or dispute. Normally, they go back to the second account and send the money back to you in most cases. But in this case, the money is no longer there, so they will refund you and hope to get the money back from the second account.

Here's how:
- Go to the Resolution Center.
- Click Report a Problem.
- Select the transaction you want to dispute.

- Select either I didn't receive an item I purchased or the item I received was significantly not as described or I want to report unauthorized activity, depending on the nature of your dispute.

PayPal Seller Protection. If your customers use PayPal as a payment method, then you might be eligible for PayPal Seller Protection. Seller Protection protects you from chargebacks, reversals, and claims for the full amount on eligible payments due to an unauthorized transaction or an item not received.
Bounced payments are payments that have never cleared, i.e the buyer pays and the direct debit fails due to lack of funds, then when the back up funding is used then the payment also fails that is a *bounced payment*. PayPal also call them reversals, because you reverse teh initial payment that was made to the seller.
Refund Basics
For purchases made with your credit or debit card, the refund can take up to 30 days to show up on your account. If you bought the item using your bank account or PayPal balance, the balance will be credited to your PayPal account. Funds can take three to five days to arrive in your account.Log into your 'PayPal' account and click on the 'Activities' menu. If you do not see the option to cancel the transaction, this means that the transaction has been completed and you will need to request a refund from the account holder. To proceed to cancel an unclaimed transaction, simply click the 'Cancel' button.
If you paid by debit card
Chargeback is when your card provider asks the seller's bank to refund the money to your account. If successful, you'll get back the amount you paid by card. Ask for chargeback within 120 days (about 4 months) of when you paid or noticed the problem.Transfers From PayPal Account

Dispute resolution process. Once a buyer begins the dispute resolution process, we put a hold on that transaction's funds until things are resolved. If the Buyer and Seller can't reach an agreement, the dispute can be escalated to a Claim. Then we'll investigate and make a ruling.
If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you. Paypal can attempt to withdraw the money from your bank account, however if you have denied paypal access to your account, what they will do instead is refund the buyer out of their own money, and place a debt on your paypal account.
