Tourists in Dubai are able to buy alcohol from shops for the first time, thanks to new measures introduced to make the city more visitor-friendly. Holidaymakers could previously only purchase and consume drinks at licensed venues like hotels and restaurants.
To drink legally in Dubai, you need an alcohol license. You cannot get alcohol in supermarkets but you can buy them at Duty Free shops and also from limited number of specialist outlets in Dubai and UAE. These outlets are MMI or Maritime and Mercantile International stores and African + Eastern stores.
It's possible to get a drink (bottled) for as low as 19 AED in JLT. I generally work on the standard of 35, possibly 40 AED for a pint/draught.

The key words here are “using alcoholic beverages as an INGREDIENT.” But, a commercial type business (that's you) selling or serving any type of alcoholic beverage requires an ABC permit. Once you slap a price on the cupcakes and sell them; it becomes illegal. You are selling alcohol.
