As you know if you check sans in his battle it says that he has 1 HP and because he can dodge it makes him strong. But in the hotel in Snowdin if you talk to the baby bunny he saids that sleeping can make your HP Go higher than your Max HP.
Sans and Papyrus are the only other characters who speak in unique fonts so it's fanon that Gaster is also a skeleton. He's associated with time travel and alternate timelines and was possibly working on ways to extract determination. In the genocide fight with Sans, he summons these skull heads to try and kill you.
The first one that comes to mind is sans. His eye glows during his soul manipulation during his battle. That power he has in his eye, is used for a bit more than just throwing your soul arround like a rock.
Gaster has holes in his hands which he uses for controlling and using his powers. It's noted because this hand is blocked and Gaster's max hands spawn is 6.

Sans is extremely powerful. Papyrus seems to have come from the same place as Sans, and therefore it's very plausible for him to be just as powerful, if not more, than his brother. Along with being a skeleton, he already had the ability of using bones. With the Gaster Blasters however I have a theory that the Royal Scientist before Alphys had either had some relation to, or been a mentor of Sans. In doing so, he passed on the ability of being able to use a Gaster Blaster.
Within the game, not much is revealed about many of the characters' origins. This especially rings true for the two skeleton brothers: Sans and Papyrus. Today, I want to talk to you about their full names. Many people in the Undertale community would agree that Sans and Papyrus' last name should be 'Font'.

There is no way to spare Mettaton NEO, meaning that the point at which the Genocide Route cannot be aborted occurs before fighting him when the last random encounter is killed. Contrary to popular belief, a weak attack does not revert to the Neutral Route.
When you kill Papyrus, he isn't dead As you keep killing, Papyrus loses more belief, and has none for you when you kill Sans. The reason he doesn't start a battle for killing his brother like Sans did is that he knows he has weak attacks. Then he probably watches you continue, as you kill Asgore and Flowey.
Glitchtale is an animated series by YouTuber Camila Cuevas, which is based on the popular video game, Undertale. The series began with a short animation based on a failed Genocide Route, that glitches the timeline to a point where characters, such as Gaster, Asriel, and Chara, have been fully revived.
Karma, as an ability, gives him the ability to attack a person with their sins or LV in this case. So in conclusion, Sans is the weakest monster in the sense that he cant just fight whenever he wants to and expect to win but he is the powerful when facing a sinner, using their sins against them.
While Papyrus's "special attack" is shown as a bone during his battle, it is possibly implied that the attack somehow involved a Gaster Blaster. In a deleted tweet, Toby Fox said that Papyrus would use the term "aniki," a Japanese honorable term used for older brothers or superiors.
Frisk is the main protagonist of Storyshift who climbs the forbidden Mt. Ebott and falls down a deep cave, awakening on a bed of flowers within the underground. They are welcomed by Boogie then taken in by Papyrus. They eventually reach Sans by the end of their journey.
Storyshift Asriel is a little goat monster. Who lives in Snowdin in an Alternate Universe called Storyshift. Although he is very sensitive, he likes to bake cookies, smile, cheer everyone up and become the greatest. He mostly wears a Dark Blue Sweater, Light Blue Pants and a Rainbow scarf.
