It's possible to send and receive text messages at sea, as long as you have a signal through your ship's roaming network. On the flip side, you have no control over incoming text messages, so if you receive any while you are using your phone via the ship's signal, you will be charged.

The smallest Royal Caribbean ship by size is Empress of the Seas. She has 9 passenger decks and first joined the fleet as Nordic Empress in 1999.
In 2019, three ships – Voyager, Oasis, and Navigator of the Seas – will receive enhancements. In 2020, Allure, Explorer, and Freedom of the Seas will get upgraded and in 2021, Adventure and Liberty of the Seas will complete the Royal Caribbean fleet amplification.
In October 2019, Royal Caribbean completed the Royal Amplification for Voyager of the Seas, which cost $97 million and took 41 days to complete. Voyager of the Seas received a number of upgrades, including The Perfect Storm water slides and Battle for Planet Z laser tag.

It also completes some transatlantic sailings. First introduced in 2002, the 2,124-passenger Carnival Legend was last updated in May 2018 to include cosmetic updates and traveler favorites like the Alchemy Bar, BlueIguana Cantina and Tequila Bar, Guy's Burger Joint and the RedFrog Rum Bar.
Why cruise ships are being refurbished? Time is money - while a cruise ship overhaul takes 15-30-days, to build a new liner (design to launch) takes ~3 years (depending on vessel size, specifications, special features, owner, etc).
