Brakes too tight. If the bike has drum brakes, chances are that they are a bit too tight and brake shoes may be rubbing against the drum, causing low mileage. Some people also have a habit of riding with brake pedal slightly pressed. It will reduce the mileage.
New bikes give less mileage because their tuning are not done finely. That means the fuel injection is loosen so that whole engine cylinder get more than enough petrol to keep it extra lubricated in the valves and no back fire happen. So you buy bike and car they say drive slow for first 500 km.

I highly recommend 200ns 2017 as your first bike. And don't worry, it'll surely have ABS and fuel injection. With ABS, this bike is comparatively safer. Change to soft compound rubber tyres (like pirelli or michelin), if you want added safety.
Pulsar RS200 is a good bike for touring. But on hilly areas there might be a little problem as torque of the bike comes in at 8000rpm. Also it's a sport bike so it has a aggressive seating posture. So it might not be so comfortable for very long rides, and might create a backache problem.
There's no limit on the modern 150cc bikes. Though I would suggest to ride your bike at 7000–7500 rpm regardless of the speed. Any engine speed higher than this will put strain on the bike if ridden for a prolonged period of time.
Bajaj Pulsar 220 is an oil cooled engine. It is slightly better than air cooled. Well, that's the major difference between liquid cooled and oil cooled. P220 can survive continuous rides however you cannot ride it all day long at speeds of 100-120 kph like in new gen Pulsars or CBRs.
Yes it is absolutely worth to buy the 2017 model. The pulsar 200 NS is a flagship model of the brand. When it was discontinued before 2 years it was very much disappointing for the naked bike lovers,since it is the only bike in the segment that offers that much amount of power and value for money in that price range.

The Pulsar 200/220 bike does not have a Kick-Start option. There is no kick start option and when the battery of the bike dies the self-start is of no use.
