In Nero you will have to enable overburning to be able to burn 700MB to the disc. Do this by going to File, Prerferences, Expert Features tab, tick Enable Overburning, set the time to 99 minutes. Nero will now alow you to burn a 700MB CD. Stop adding files when the gauge on the bottom reaches the 80 minute mark.
For audio CDs, it cannot be done. The process of burning an audio CD includes a section called "Table Of Contents" that refers to the other songs and is burned onto the CD at the same time. So once the burn is done, there is no way to add more songs and still have a playable audio CD.

Just pick up a disk and see the bottom shiny side. Look at the centre of the disk and move to outer side. Yes, with the proper software it IS possible to record video onto a CD-R, but why would you want to? The format is called "VCD" with an enhanced version called "SVCD" And just as the other post implies, this type of disc requires the video file to be recompressed and transcoded to MPEG 1.
