Unlike the previous Mario Kart games, Waluigi didn't appear in Mario Kart 7 for the Nintendo 3DS due to time constraints (though he initially was going to). It also marks the only time DS Waluigi Pinball is seen without Waluigi himself.
Play through and win the Flower Cup on 150cc difficulty to unlock him. Rosalina was introduced to players in Super Mario Galaxy, and she's here making a cameo now in Mario Kart 7. To play as Rosalina, you first need to win the Star Cup on 150cc difficulty.

In Mario Kart 8, the “best” kart combination, according to every speedy player I saw online, was Morton driving a Blue Falcon with Slick tires. You can use a stage hazard, dropped item, or even another player to block an incoming red shell. Drive past said object then right front of it and if you timed it right, the red shell will hit said object instead of you. This is great for saving you defensive items or if you simply don't have any.

Waluigi, Luigi, and King Boo are all joining Mario Kart Tour for players to unlock. Luigi apparently lost his keys, which is why he's late to join the party. With Luigi's return, Waluigi crawled out of his tunnel because he couldn't let the green brother take all the spotlight.
