You can transfer ownership of occupied territories to allies however. Nations annexed via National Foci can be released as puppets, because you lawfully own their territory. Nothing you occupy during a war is really "yours" you are just holding it by force temporarily.
You need to (a) have nukes, (b) have air superiority (>75% iirc) in the target area, (c) have strategic bombers capable of reaching Washington. Then you can click on the Washington province, and select to nuke.
Basically most cultural tags are end-game (Spain, Italy, Great Britain), and some like Byzantium and Ottomans just can't form any nations at all (only exceptions being Rome and HRE which are “super end game tags”).
According to this wiki Diplomacy it is possible to puppet through CC, and I very much need it since one of my mods screwed up my puppets (i puppetted after a war and they released themselves and left my faction through focus, which of course shouldn't be possible).
