While it is frowned upon by Riot, smurfing as a whole is a legal practice in League of Legends. This means that it is not a bannable offense.
Open the Squad selection tab in Apex Legends. Click on the warning symbol. This symbol can be spotted under each and every player. Then choose the reason for reporting the player.

Smurfing is a high level player literally just bullying lower SR players for fun. Often they'll soft throw some games in order to keep their SR suppressed. It's just toxic for the community 100% of the time.
It may surprise many to find out but smurfing is not a bannable offense in Overwatch. So while you may rage against the other team for “having smurfs on it” they aren't technically breaking the rules.

Yes you can, all you have to do is create two different playstation plus accounts and use them to sign in onto your playstation then you can use them. Once you switch on you ps4 it would ask you your user you want to use just sign in and enjoy playing the game.
To report a player:
- While in a match, bring up the in-game menu (Tab on PC, Options on PS4, Menu on Xbox One).
- Open the Squad tab.
- Select the warning symbol (“!”
- Choose if you'd like to report the player for cheating, or for another reason.
- If you chose Other choose the reason:
- Click Submit.
