Thrustmaster makes some of the leading sim racing wheels for PC and console. In many cases, the wheel can be used across a combination of PC, PS4, and Xbox One, but while consoles are usually a simple plug and play, there's a little work to do to get going on the PC.

Clipping is when a signal is too great to fit within the scale of it's measurement. If we think about the signal that is sent to your wheel, that the electronics and motors can turn into movement that you feel as a representation of what your car is doing.
There is one reason to prefer a Thrustmaster wheel, though. The Logitech wheels still use a completely gear-based system for their force feedback rather than belts. While it's very powerful, you can feel this geared effect as you turn the wheel, as its motion is a bit notchy rather than completely smooth.
The steering wheels are not designed to make more than three quarters of a turn of lock in total, so there is no need for a continuous rim, instead there are just two 'cut outs' for the driver's hands. so 270 degrees at most.
There is really no contest between the ~3-4 mm of travel of the controller and the 360-degree rotation of the wheel – you are getting so much more precision with a wheel. This aspect also lets you stick to your racing line a lot better than you'd be able to with a controller.
iRacing was designed to be easy on computers, and because of that most any modern computer has plenty of power to run the simulator. Even some laptops are plenty capable. The basic spec sheet runs like this: OS: Windows 7 64 bit or newer.

You can buy a new replacement aftermarket steering wheel for about $50. I am sure you can find a used one for $20-$25. If you want a replacement wheel for a specific car, you will have to give specifics.
Fanatec and Thrustmaster give support for PS4 to wheels that they don´t manufacture anymore. You can use your old PS3 compatible wheels like the T100 and T500 on PS4. So if you buy a G29 pretty sure it won't be compatible with PS5.
