A server can just as well be a gaming machine as a gaming machine can be a server. Alltough the hardware in the server is mostly oriented at raw data processing and no graphics, adding a graphics card will solve that problem. Windows 7 is the only thing that might have a problem with the disks or other technology.
How much does it cost to build your own server? For most business servers, you will generally be looking to spend $1000 to $2500 per server for enterprise-grade hardware. Keep in mind that when you choose to buy a server instead of renting one, you need to factor in costs outside of just the server purchase.
Generally it is possible to game on a server CPU. They generally are exactly the same architecture but have minor differences that make them more suitable for server and workstation workloads.

"Server RAM" usually has a lower failure rate and does not require as much power. It is fine for your computer, though gaming RAM would provide better performance.

The minecraft server does not require a graphics card at all. Really you could build this for a lot cheaper. I use my laptop for running my minecraft server and it's got a 2.3ghz dual core Centrino + 3gig ddr2.

Deciding how much RAM you need depends primarily on your company's unique needs and intended usage. If someone has a database in the 100 GB range, it's recommended to have anywhere from 16-64 RAM.
Quick tip: You should always have at least 2 gigabytes (GB) of RAM allocated to "Minecraft." If you're planning on using a lot of mods, consider raising it to 4GB or 6GB. Just be careful not to take more RAM than your computer actually has available.
GPU servers, as the name suggests, are servers packed with graphics cards, designed to harness this raw processing power. Using an offloading process, the CPU can hand specific tasks to the GPUs, increasing performance.

It isn't required to have a distinct graphics card. In fact, due to driver limitations, a graphics card running on windows with Plex will only transcode 2 streams at a time and, as far as I've been able to determine, you can't “target” streams, such as using the graphics card to only transcode 4k streams.
