Players must have the ball before their flag can legally be pulled. It's illegal for a defender to intentionally pull a flag from an offensive player who doesn't have the ball. Guarding the flag belt is not allowed. Runners can't use any part of their body or the ball to keep an opponent from pulling their flag.

Pop Warner Football is a youth sports organization, founded in 1929 and named after legendary football coach Glenn “Pop” Warner. More than 200,000 boys and girls, ages 5 through 16, participate in Pop Warner football each year.
