Wigan, town and metropolitan borough in the northwestern part of the metropolitan county of Greater Manchester, historic county of Lancashire, northwestern England. It lies along the River Douglas and the Leeds and Liverpool Canal.
The administrative county comprises 12 districts: West Lancashire; the boroughs of Burnley, Chorley, Fylde, Hyndburn, Pendle, Preston, Ribble Valley, Rossendale, South Ribble, and Wyre; and the city of Lancaster.

The Local Government Act 1888 constituted all municipal boroughs with a population of 50,000 or more as "county boroughs", exercising both borough and county powers. Wigan accordingly became a county borough on 1 April 1889, giving it independence from Lancashire County Council.

Bolton, town and metropolitan borough, metropolitan county of Greater Manchester, historic county of Lancashire, England. The town of Bolton is at the hub of the borough, which lies in the northwest of the Manchester metropolitan area and rises in the north to the Pennine foothills.

The British cotton industry declined sharply after the First World War and, by the 1980s, cotton manufacture had virtually ceased in Bolton. Close to the West Pennine Moors, Bolton is 10 miles (16 km) north-west of Manchester.
