If you mean the anime itself, Naruto wins by default because Bleach didn't finish. As a subcategory, if you mean 'by their filler content', Naruto also wins simply because - despite its sheer amount of filler - Bleach's filler is infamous for being some of the worst quality filler in anime.
Naruto started good but by the end you could feel it was dragged more than it should have. One Piece is much more consistent. The manga is better than the anime, but even so, I'd take One Piece over Naruto any day.
Bleach has better art, better action and massively better animation after OP time skip. One Piece has the best world building and consistency out of any long manga ever, much more interesting and well though out plot. Better characters (though tbh Luffy is a little cardboard at times).
