2 Answers. Admiral commands a fleet of ships (as opposed to a single ship) with help of other admirals whether senior or junior (Fleet Admiral, Rear Admiral etc). This is similar to real world military ranks. He can monitor captains, suspend captains, assign new captain to a ship & send ship(s) to a particular mission.
Rear admiral is a senior naval flag officer rank, equivalent to a major general and air vice marshal and above that of a commodore and captain, but below that of a vice admiral. It originated from the days of naval sailing squadrons and can trace its origins to the Royal Navy.

Commodore (Cdre) is a rank of the Royal Navy above captain and below rear admiral. It has a NATO ranking code of OF-6. The rank is equivalent to brigadier in the British Army and Royal Marines and to air commodore in the Royal Air Force.

So the Admiral doesn't command 10,000 ships. He commands 5 people. Each of those people command 5 people too. This is the way modern Navies and Armies are broken out too.
