Yes, in most parts of Canyon Lake you do have to pay to enter. However there are regions where you can eat on the lake and go walk down to the docks where they rent jet ski's and boats.

Swimming. There are three parks around Canyon Lake that have official designated swim beaches. Potters Creek Park has a beach for registered CAMPING guests only. Comal and Canyon Parks have beaches for the general public.

Location and Description. The lake sits at an elevation of about 7,000 feet in the Apache-Sitgreaves National Forests about 15 miles southwest of Heber-Overgaard, Arizona. Roads to the lake are generally closed from December to early April due to snow.
Despite being affected by the Rodeo-Chediski Fire in 2002, Black Canyon Lake remains a popular and beautiful spot for picnics, camping and fishing. However, today only catchable-sized rainbow trout are stocked in the lake because of poor water quality.

Canyon Lake is farther but it is much more scenic than Saguaro Lake. I agree that Canyon Lake is more scenic than Saguaro, though there are still some great views off Saguaro Lake. Saguaro Lake is perhaps 45 minutes or so from your hotel. Canyon Lake almost a 90 minute drive from the Fairmont.
Group events (including fishing tournaments) require a permit. Contact the Mesa Ranger Station. Direction of travel on the lake is counter-clockwise (keep your right shoulder closest to the shore). Glass containers are prohibited in Canyon Lake area.

The dam was completed and water control began in 1964, forming Canyon Lake. By 1968, the lake had filled more than 8,000 acres, and the towns of Hancock and Crane's Mill were completely submerged.
Canton Lake is located in west Oklahoma on the North Canadian River, 2 miles north of the town of Canton. It is one of the few places that offers these types of recreational opportunities in western Oklahoma. Its gently sloping sandy beach is an open invitation for swimming and sunbathing.

Canyon Lake was formed by a dam that was built in 1927. Rain water coming from the San Jacinto mountains and surrounding valleys supplied the lake with rain water until 1955, when an agreement between the Elsinore Valley Municipal Water District and Temscal Water Company brought a more stable supply to the reservoir.
Canyon Lake has parks that are pet-friendly, however, pets must be on a leash. The Canyon Lake POA's Rules & Regulations states all dogs must be on a leash or confined within an owners property at all times. Also, please remember to use the pet waste receptacles located at these parks.
The US Army Corps of Engineers shut down the Canyon Lake dam service road on Monday citing safety concerns. Park rangers say the path had to be closed after a complaint was filed claiming the dam isn't accessible for people in wheelchairs.
Canyon Lake provides an excellent opportunity for some flat water Kayaking or Canoeing. There are several side canyons to explore, such as Labarge Cove, First Water Cove, and Crucifix Gorge. You could also incorporate some off-trail hiking into the trip.
