It is highly likely that you can carry 5,000 pounds on two 3,500 pound axles. The carrying capacity of two 3,500 pound axles is 7,000 pounds.
When you have less than 10% tongue weight, trailer sway (or fishtailing) will most likely occur, especially when the vehicle is traveling fast. Too much tongue weight could overload the rear tires of the towing vehicle, pushing the rear end of the vehicle around.
Lighter items should be placed near the top and in the rear of the trailer. Your cargo should be packed closely and firmly, and tied down to secure it. Similarly, open trailers should be loaded heavier in the front of the box – up to 60% of the cargo weight.
An overloaded trailer can exceed the vehicle's maximum TBM, lifting the front axle of the tow vehicle and reducing its capacity to steer and brake safely. Overloading your trailer can also exceed the maximum mass allowed on the tow vehicle's rear axle.

The velocity created by the momentum of your rear-heavy trailer and boat could overcome the stopping power of your brakes, sending you sailing right into the hapless pedestrian. Whether you're towing a boat or a load of bricks, you're going to wear out your vehicle quickly if you exceed its towing capacity.
If the tongue weight is too heavy, the steering of the tow vehicle will be affected. If the tongue is too light, you need to move some of the cargo forward of trailer's axle. If the tongue is too heavy, you need to adjust the load so that more of the weight is behind the trailer's axle.
Towing capacity is how much the truck can pull, while payload capacity is how much it can carry. The Gross Vehicle Weight Rating, or GVWR, is the total the truck can safely weigh when it's loaded. That includes the curb weight – the truck with nothing in it – plus whatever goes in, including passengers and cargo.
For purposes of Find an RV I can Tow, we've allowed 1000 lbs for RVs over 8000 lbs, 750 lbs for RVs under 8000 lbs, and 500 lbs for RVs under 5000 lbs for average Cargo Weight. 7x16 is too small for an enclosed. A camaro will fit in a 20ft trailer but you wont much room in front of the car to store anything. A "V" nose trailer will give you somemore room in the front. Next size would be a 22ft trailer.
In truckload shipping, you often use standard 53 foot dry vans, or in some instances, 48 foot vans. In a 53′ you can fit 26 pallets single stacked.
In general, the dry weight of a trailer is around 14–16,000lbs.
