With both having the same access to the Internet, they are able to have the same opportunities for their businesses. If net neutrality is eliminated, small businesses may not be able to afford to share content and therefore, unable to compete with their larger competitors.
Net neutrality prohibited blocking, throttling, and paid prioritization. That means that ISPs could no longer discriminate against lawful content by blocking websites or apps, especially competitor sites or services. It also meant that ISPs could no longer slow or throttle legal transmission of data.
Why has the Internet operated under net neutrality up to this point in time? The Internet is neutral because it was built on phone lines, which are subject to common carriage laws. These laws require phone companies to treat all calls and customers equally.

In December 2017, the Federal Communications Commission voted to overturn a 2015 order that allowed it to regulate internet service providers as if they were utilities. The United States Constitution sets forth a set of limited powers for the federal government that have a limited, definite purpose. Net neutrality can be argued to fall under the Commerce Clause and the 1st Amendment to the Constitution, but doing so undermines their meaning and fundamental principles.
This is a separate matter from debates about regulation of internet content, or whether behemoths such as Google and Facebook have too much power. AT&T says its customers will no longer be able to stream HBO Max for free, citing California's net neutrality law. AT&T customers who stream HBO Max will now have it count against their data plans.
Netflix ultimately paid ISPs for interconnection but the dispute had an impact on the FCC's net neutrality proceedings. Those data caps and overage fees do remain a roadblock for online video providers that seek to offer a replacement for the cable TV services offered by ISPs.
HBO Max, from AT&T's WarnerMedia, also has been available to AT&T wireless customers without that usage counting toward their monthly data limits. AT&T bundles HBO Max for free with its highest-priced wireless plans, which offer unlimited data so aren't affected by the new policy.
In Australia, we are no strangers to political debates and partisanship regarding the internet and broadband, with the NBN policy front and centre at each federal elections since 2007. However Net Neutrality has not been an issue in Australia.
