In order to reboot the Apple Pencil you should reboot the iPad Pro by turning it on and off. If this doesn't work then you should do a hard reset of your iPad by depressing both the Sleep/Wake and Home buttons simultaneously for at least ten seconds, until the Apple logo appears.
If you can, take your pencil to an Apple Store. Let them take a look. You could try and put it in a bag or jar of rice to let it dry out for a couple of days or so. Then, check it to see if it will work again.
If your Apple Pencil sat around unused and not kept charged up for more than a few weeks, or so, OR LONGER, then the battery in your Apple Pencil may have failed and is dead and you will have to purchase another brand new Apple Pencil. charge level in that tiny Lithium-ion battery at all times!
If only the plastic tip is damaged, then replacing the tip may restore normal operation. The transducer is a fragile component. If dropping the Pencil onto its tip has damaged the replaceable soft-plastic tip, it is very likely that the Pencil will now be broken.
The pencil is clearly not meant to be opened or repaired; you can't get inside without destroying the device. The layers of plastic and metal holding interior components are impossible to remove without shredding. The battery, enough for a 12 hour run, is impossible to replace, giving the device a limited lifespan.
The battery may have been flat ( 0% charged ) or close for too long. If no joy after charging for 2-3 hours, your Apple Pencil battery has failed and your Apple Pencil is dead.

The REAL reason is there is no off or sleep mode built into the Apple Pencil. Apple designed the Apple Pencil to be an “always on and active”, ready to go device. So, the Apple Pencil's battery is always going to drain, even when Bluetooth is turned off on the iPad.
The Apple Pencil cannot be overcharged. It will charge to 100%, and stop. then wait until its charge is I think around 95% and charge again. There is no issue with leaving it attached to the iPad continuously other than it will drain the iPad's battery eventually if the iPad is not plugged into power.
While the Pencil battery will drain when not in use, since it is always active, it should not drain that fast.
It might last for shorter period of time if handled rougher and more frequent. If you use a paperlike screen protection it will last 2-3 months if used a little bit daily. I used it for drawing and the tip was to be changed pretty quickly. Without a screen protector though it will last you longer.
