It's never too late for ESO. Like a lot of people, I'm a wow refugee that just started playing about 2 weeks ago. Like any mmo there is a lot to learn but I'm having a blast so far. It's never too late to start an MMO that is still producing expansion content.
Virtually everything in ESO can be played Solo with the exception of the highest level Veteran Dungeons and of course 12 Player Trials. This means as a Solo Player you can expect to enjoy: Questing and Story Content.

Generally speaking a dual core processor is good enough to get most things done with reasonable speed. Only when you're editing videos, rendering 3D stuff, planning houses, designing complex engineering stuff or working wih mathlab you may really need a quad core processor.

In all seriousness, Gaming isn't really the primary purpose of AMD's new 16 core processors. These chips will certainly be very good at gaming, but the reality is that most games struggle to use more than 8 threads at a time (a few can use 12 or 16 threads, but these are more of an exception rather than a rule).
No since even this year, 4 core CPUs are on their last legs. Sure they're 'playable' but it doesn't really translate into a good gaming experience. I would suggest at least 6 cores if on budget and 8 cores otherwise when buying new CPU for gaming now.
At this point in time (early 2019), I think that the minimum number of cores for a gaming PC is six cores/threads. This means I would look for Core i7–2600 or better, and Core i5–8400 or better. At 1440p or 4K, games tend to be CPU-bound so you will definitely need a 6/8-core i7 or a Ryzen 7.
