In almost all email programs and web interfaces, deleting an email message doesn't actually delete it. Instead, the message is simply moved to a special folder – typically called “trash” or “deleted items”.
This behavior is probably the result of your email program on your local computer being set up as POP3. You will see the emails in each place, because you're downloading a "copy" of the email to each device. So when you delete an email on your desktop computer, it will still be on your mobile device.
Email ServersMessages can be stored on the server for the user to access, they can be downloaded and stored in the email client for offline use, or stored both places. When an email server accepts a message it is obliged to deliver it, or otherwise return a delivery failure message to the sender.
Note, though, that even after an email is deleted "forever," either by you or automatically by Gmail from your spam or trash folders, the messages could remain on Google's servers for up to 60 days.
If it appears in the Deleted folder, it's normal. That's because your iPhone has its own copy of the email stored in your device storage. They reappear in the inbox. It should contain nothing after you clear them all up from Inbox and Deleted folder.
May an employer access an employee's emails once such emails have been deleted? Yes. Employees can delete email from the inbox, but the email is never fully deleted from the server. Electronic and voice mail systems retain messages in memory even after such email are deleted.
If the “subscribe” setting gets left in your own Outlook software after the folder is no longer on your host's mail server, sometimes that folder “subscribe” setting in your Outlook client app will make the folder keep reappearing in your email account on your host's mail server.

In this case, we recommend you to check how to recover the Outlook password and take all necessary security actions.
Hotmail/outlook deletes all emails after a period of inactivity (3 months I think) and locks the account so that no new mails are accepted. When logging in again, you can activate the account and it will work from now on. All previous mails are lost and cannot be recovered.
