Siem Reap or Phnom Penh: what travelers say
Travelers often suggest visiting Phnom Penh before Siem Reap for a better understanding of Cambodia's present and past. If you spend a week or more visiting both places, most people recommend staying 2 or 3 nights in Phnom Penh and at least 4 nights in Siem reap.Between the two popular destinations in Cambodia, Siem Reap seems like a better place to retire. While Phnom Penh represents transformation, Siem Reap captures the essence of preservation. Siem Reap may appear like a backwater village in comparison to Phnom Penh in terms of commercial opportunities.
The recommended minimum length of a visit to Phnom Penh is two and a half days. If you enjoy spending a large proportion of the day relaxing in the many bars and prefer to see only one site in a day this could be extended further.
My take is that 2 full days is sufficient. IMHO, the main temples that are near Siem Reap can be fully seen in one full morning to nightfall day, if you have a good guide and a car/driver. If you are trying to do it on your own, you'll need 2 days. There isn't much else to see in SR.

How long to spend in Angkor Wat is up to you, but we recommend that you plan to spend at least 3 days exploring the park. Unless you are really short on time, don't try to cram your visit into one day. Many visitors don't realize how many days Angkor Wat takes to explore!

Personally, I think Phnom Penh is worth a few days, it's a great place, but if your schedule doesn't allow that and if you got there early, in one day you could visit the Palace, museum, both markets and even have time to eat!
Siem Reap is probably the safest destination in Cambodia. It has become a tourist hotspot and caters accordingly. While petty crime is unfortunately not uncommon, if one has their wits about them one will be safe. Do not cycle with vaulables or handbags in plain view or anything valuable in your bike basket.
Old French Quarter is the best place to stay in Siem Reap if you're visiting for the first time. Located at the centre of the city, the Old French Quarter is close to main thoroughfares and well connected to the area's top attraction, Angkor Wat.
