It's because on a desktop, you have alternatives that don't stop you from shuffling, like a playlist on YouTube, so they allow you to, so you use Spotify.
Re: shuffle won't stop on androidOn the screen with the music player, you have to push the shuffle button (the green one on the bottom of the screen with arrows) until it's grey.
Tap the Shuffle icon on the far left of the playback controls. The shuffle icon looks like two crisscrossing arrows, and will be green if shuffle is enabled. Tapping it toggles shuffle play on and off. When shuffle play is off, the icon is white.

Re: Can you 'shuffle all' playlists? You can do this with all playlists in a folder. When you navigate into a folder containing multiple playlists there's an "All Tracks"playlist at the top and you can shuffle that.
Re: Playlist not playing in orderIt means you probably havent got premium. Without it Spotify automatically shaffles your songs. You can buy it on The Spotify page.
From the Now Playing screen, you can control playback or volume, turn on shuffle or repeat, download the song, and more. Open the Now Playing screen and scroll down. to set Music to always shuffle a list of songs selected. Any album, playlist, or set of songs will play in a random order.
