No ArcGIS Server site can be federated with a portal from an earlier version than its own. When you federate a server with your portal, the portal's security store controls all access to the server. This provides a convenient sign-in experience but also impacts how you access and administer the federated server.
For as little as $1,500, you can get started making and sharing maps. This includes a single use license of ArcGIS for Desktop and one named user of ArcGIS Online. As your needs for capacity, functionality, and end users grow, you can scale up your implementation.
ArcGIS Pro and ArcGIS Online are two different platforms with different interfaces and features. If you attempt to use the wrong platform for an exercise, you will not be able to follow the directions and complete the exercise you are working on.
Can I use ArcGIS Online free? Yes, if it is for noncommercial use. With a free public account, you can create, store, and manage maps, scenes, and apps, and share them with others. You also get access to content shared by Esri and GIS users around the world.
The ArcGIS Enterprise product includes the following software components that are designed to work together: ArcGIS Server—the core web services component for making maps and performing analysis. ArcGIS Data Store—lets you configure data storage for hosting and federated servers used with your deployment.
Although ArcGIS Pro uses a new ribbon interface, it uses the same familiar basic concepts—maps, layers, and basemaps. ArcGIS Pro is included with the ArcGIS Desktop product. If you have ArcGIS Desktop and are current on maintenance, you have access to ArcGIS Pro and can download it from My Esri.
If you want to create a reference to an ArcGIS Server web service to make it easier for others to access and discover the service, add the web service as an item.

Esri's primary SaaS offering, of course, is ArcGIS Online. From the left: a traditional on-premises deployment; deploying ArcGIS Enterprise software under an IaaS model; engaging Esri Managed Cloud Services (EMCS) to deploy and manage software on your behalf; and finally using ArcGIS Online under a SaaS model.
An ArcGIS Desktop license also includes an ArcGIS Online organization subscription. The ArcGIS Online organization is an important part of an ArcGIS Desktop license. By default, you use the organization to manage ArcGIS Pro licenses as well as the licenses for ArcGIS Pro extensions and premium ArcGIS apps.
