You can download any purchased music though the browser. most probably the songs that you have downloaded using google play music app are drm protected, that could be the reason you are not able transfer them to your laptop.

Download purchases on your Mac or PC
- If you're not signed in, sign in with your Apple ID.

- Click Download Music Manager.
- Double-click the installation file to install Music Manager.
- Open Music Manager.
- Sign in with your Google account.
- Select Download songs from Google Play to my computer.
- Select a folder location where you want to download the music to.
Oddly, the Google Play Music app does not provide a simple “Download All” button. Instead, you'll need to revert to the web app and follow a workaround. Once you've got all your music in playlists, return to the Android app and repeat the download process described earlier.
Sign in and download your library
- Select Download songs from Google Play to my computer.
- Click Next.
- Select Download my library or Download all of my free and purchased music.
