The primary job of the consulate is to protect Mexican citizens while they are abroad. In addition to these services, the consulate can issue documents, such as Mexican identification cards (used by people who are not eligible for a state identification card), Mexican passports, and official stamps.

If you supply all the required documentation, you should find out at your appointment when your new passport will be ready. Sometimes, you'll be able to get it on the same day as your appointment.
They won't be given a visa unless they can prove they're well off. for the ones that are well off financially (which is the great majority of mexicans who go on tourism to the USA) it is not very difficult to get a visa. If you are well off (studying or with steady job, money in the bank account, etc) it's pretty easy.
Once the visa application is approved, you will be granted a temporary resident visa. You must travel to Mexico, and within 30 days of your arrival apply for a Temporary resident permit at the National Migration Institute (INMI). The whole process may take 1-3 months.

Applications for the matrícula must be submitted in person to consular officials. The applicant must present a Mexican birth certificate accompanied by a photo ID issued by a Mexican government authority, such as a voter registration card, passport, military service card, or expired matrícula.
A visa is required for any Mexican citizen visiting the United States. In addition, an entry permit is required for Mexican visitors traveling beyond the immediate border area. Other nationalities, please visit a U.S. Consulate or Embassy before traveling to the United States.
Visa exemptionNationals of the following 69 countries and jurisdictions holding normal passports do not require a visa to enter Mexico as tourists, visitors in transit or business visitors. Tourists and business visitors can stay in Mexico for up to 180 days. Visitors in transit can stay for up to 30 days.
The time needed for consular processing varies from case to case, but you can expect to complete the process in 4 to 6 months, once you've had your petition approved and have been issued a visa number.
Americans Have Traveled to Mexico Throughout COVID. While the U.S.-Mexico land border is currently restricted to essential travel, air travel between the United States and Mexico is permitted. Technically, there's a ban on nonessential travel across the border through January 21.
Mexicans and other foreign nationals with US tourist visas are not permitted to enter the United States by land, rail or sea ferry unless they can prove their trip falls under the definition of “essential travel” as described above.

We have restored all routine visa operations as of December 2, 2020. The National Visa Center (NVC) is scheduling interview appointments for new applicants for IR1, CR1, IR2, and CR2 visas.

You can change the appointment date (cancel, reschedule) as many times as you need before the deadline for doing so. The Department of State suspended routine visa services worldwide in March 2020 due to the COVID-19 pandemic. U.S. Embassies and Consulates have continued to provide emergency and mission-critical visa services since March and will continue to do so as they are able.
While the process of getting a consular visa may be demanding, to obtain the Mexico FMM online is almost effortless. The first thing you have to do is to make sure that you have the following: Passport – you cannot apply for a Mexico tourist card unless you have a valid passport.
The online Mexico visa is called an Electronic Travel Authorization (Sistema de Autorización Electrónica, SAE), and is valid for one entry, and allows the holder a maximum stay of 180 days in Mexico. However, you can only get a Mexico visa online if you intend to travel by air.

Is there a fee to enter Mexico? You do not need to pay any kind of fee or visa to enter Mexico. You simply need to pay the departure tax on your return home – this does not have to be paid in advance.
Traveling with Children to MexicoChildren under the age of 16 traveling to and from Mexico by land or by sea can use their birth certificates, certificates of citizenship, or naturalization certificates to re-enter the country. However, children of any age traveling by air to and from Mexico must have a passport book.
