Active Duty or Reserves enlistment can be extended one year out from ETS. You can continue to reenlist in the IRR all the way up to retirement age. See your unit retention officer or local Recruiter if you are not currently in. They can give you the latest and greatest, especially if there are bonuses involved.
If you change your mind about joining the military, you can request to be released from the delayed enlistment process—no matter what your recruiter tells you. Most enlistments into the military are through the delayed enlistment process (DEP). The DEP is a legal, binding contract.
The rules vary but, generally speaking, any reservist can be recalled to active duty for the duration of a declared war or national emergency, plus an additional six months. This emergency or war declaration must be issued by Congress.

Purposely pursuing a legal waiver or deferment for any reason is draft avoidance.
If you've already served ultimately, you aren't being drafted, you're being recalled. Some folks say after x amount of service or attaining a certain age you can't be recalled.
