Ginoza is in love with Akane, and you can fight me on this one. They went from opposing each other to mutual respect and just the fact that they're sort of grounded on the same level with the same sort of stances since Ginoza eventually came around to her is really nice and they really complement each other.
Kogami is an idealist in the sense of his beliefs in protecting people. He is deeply romantic, rather than unromantic. Akane and Kogami's relationship is in fact deep and full of trust, but if we were to base it on both anime and manga, it is no way limited to these facets.

In the 2019 series Psycho-Pass 3, Kogami returns to Tokyo, where he and fellow demoted Inspector Nobuchika Ginoza now work for the Ministry of Foreign Affairs Operations Department.
During the group's search for Makishima, Masaoka sacrifices his life to save his son from Makishima's dynamite and Ginoza loses an arm shortly afterwards. Ginoza's Crime Coefficient rises too high and he is demoted to an Enforcer, mirroring the fates of his father and Kogami.

Trivia. The use of the Sibyl System to determine latent criminals with the help of Crime Coefficients is introduced at some point between 2090 and 2100. The first version of the Sibyl System was introduced between 2030 and 2049. The brains contributing to this Coefficient are destroyed, lowering the number to zero.
It ended with Akane and Kotaro making their feelings known to each other, despite the fact that Akane's moving away. They kept in touch throughout their high school and college life, then eventually got married. The anime ended with them surrounded by the family, and their baby.
