If you delete the iCloud backup for your iOS device, iCloud stops automatically backing up the device. You can also back up your device using iTunes. The photos on the iOS device are never only stored in the backup.
The “iPhone Not Backed Up” message means that your iPhone hasn't been backed up to iCloud for an extended period of time. iCloud backups are designed to happen anytime your iPhone is connected to power, locked, and connected to Wi-Fi. This usually happens when you run out of iCloud storage space.
You can safely delete your backup from iCloud. To do this, go into Settings → Your Profile → iCloud → iCloud Backup and turn the switch to Off to disable iCloud Backups. This will only delete your iPhone backup from iCloud. It will NOT delete your iCloud contacts and calendars.
You can preview your photos kept in
iCloud even while using your
Android device.
How to view iCloud Photos on Android

Deleting a backup deletes the backup only from the iCloud storage, not anything on the iPhone. The iPhone's iCloud backup will be updated at some point - automatically when the iPhone is connected to an available wi-fi network while connected to a power source unless the iCloud backup is turned off on the iPhone.
Disabling any non-essential apps from a backup will free up space within iCloud storage. At the bottom of the Backup Info screen, there is an option to Delete the particular backup. Once the backup is deleted, the amount of available iCloud storage will increase in proportion to the size of the deleted backup.
