Whether it's a lucky byproduct of vocal mimicry (which would support the view that only humans and parrots can keep a beat), or that rhythm serves an evolutionary purpose of its own (which would explain why non-mimicking animals like Ronan can do it), is still unknown.
While dogs cannot hear a specific rhythm, their sense of hearing has been used throughout history to benefit us. A dog's sense of hearing is second only to their sense of smell. Dogs have 18 muscles in their ears, allowing them to move their ears in the direction of the sound. Their ability to hear far exceeds our own.
So if music is defined by rhythm, and cats don't have a sense of rhythm well, "cats can't hear music" might be a fanciful way of putting it, but might not be inaccurate. Cats almost certainly hear the component sounds, but (if I'm correct) are simply incapable of parsing it in a way that would qualify as "musical".
