To unlock the Barber, you need to reach the Campus Settlement. Once you reach Level 14-17, you can travel to the region just west of the White House and unlock the Campus. Like all settlements, the Campus can be upgraded. To unlock the Barber, you'll need to complete the first Campus story mission.

You can only have one created character per profile. If you want to play with multiple created characters on the same console, the other player(s) will need to create a separate profile, and create their own character. Then, setup a splitscreen multiplayer game.
Though not ideal, there is a way to play A Way Out as a single-player experience, at least for the first few chapters. Using two controllers, one player can swap back and forth to control each character individually.
Due to the way save data in The Division is tied directly to a player's account ID inside the database, there is no way to transfer character progression from one account to another.
In order to start a new game first back out all the way to the main menu, then load up the game. Before you press X(A) to continue, instead press R2 (RT) for the “New Agent†options. This will see the screen shift to the silhouette of a new Agent and open up the New Game option.

After completing the first mission of the Campus settlement, you will unlock the Barber at the Base of Operations. Aside from your chosen body type and skin tone, you can change almost any aspect of your character's appearance by using the Barber feature. Adding new tattoos or changing your haircut isn't free!
You can change your outfit at any time from the Inventory screen. To pick up the inventory screen, press I on the keyboard, or MENU/OPTIONS on the Xbox One or PlayStation 4. This will bring up your character screen, where you can see the various items you can equip.
Glasses, scars, and tattoos can be added and removed from the new room. According to the information presented in the latest state of the game address, all of the options at character creation are available in the locker room except for gender. That is the one feature that cannot be changed.
As you progress in The Division 2's campaign, you'll unlock Settlements. First, you'll encounter the Theater in Downtown East. Later in the campaign, you'll unlock the Campus in Downtown West. Settlements are miniature cities in The Division 2.
